THE EASTERN AFRICA POLICE CHIEFS COOPERATION

MR APOLLO AFRICA

Africa Apollo is the current Chief Executive Officer (CEO) of EAPCCO. He was appointed in January 2024 to double as Head of INTERPOL Regional Bureau Nairobi as well as CEO EAPCCO for a term of three years. He is a seconded Senior Police Officer from the Rwanda National Police. He has an experience of more than 26 years in Policing at home and internationally.

Mr. Apollo’s international policing experience include working as a Criminal Intelligence Officer specialized in anti-Money Laundering and Financing of Terrorism at INTERPOL General Secretariat (2014-2015), working under the United Nations Peacekeeping missions in South Sudan as a trainer (2013-2014) and in Liberia as a field officer (2018-2019).

Before being appointed to his current position, Mr. Apollo held different positions at Rwanda National Police Headquarters including: Deputy Commissioner anti-smuggling and organized crime Department, Deputy Spokesperson, Director Criminal Intelligence analysis among others. Mr. Apollo has wide experience in investigations and criminal analysis for terrorism and financial crimes. He has also been involved in training from middle to high level law enforcement leaders and commanders both in the Eastern Africa region and beyond.

Mr. Apollo has a Master’s degree in Security Studies. He is also a graduate of Rwanda Defence Force Senior Command and Staff College. He had a Diploma in Strategic Security Studies, and various professional trainings in relation to investigations and policing in general.

MR. FREDRICK BUDOMO

During the work of the summit held on 6th November 2023, the Inspector General of the National Police of Burundi, Gen Maj Pol Budomo Frederic, was chosen as president of the EAPCCO for a period of one year to replace Demelash Gebremichael Weldeyes, Commissioner General. of the Ethiopian Federal Police who had just completed his mandate.
In addition, the Minister of the Interior, Community Development and Public Safety was elected president of the EAPCCO Council of Ministers.

THE EAPCCO ORGANISATION STRUCTURE

EAPCCO structure is made up of the Council of Police Chiefs (CPC) of the 14 member countries. The CPC is assisted and advised by the Permanent Coordinating Committee (PCC) consisting of the Heads of Criminal Investigations Departments of member countries.

The CPC created four sub-committes; Gender Sub-Committee (GSC), Legal Sub-Committee (LSC), Training Sub-Committee and the Counter-Terrorism Sub committee. The sub-committes are responsible for; formulating strategies, creation of operational mechanisms and any other responsibility that the CPC may task them in combating crime in the region.

To address any specific topical issue, the CPC is mandated to form task units known as Working Groups to carry out any instructions or function where necessary.

EAPCCO holds its Annual General Meeting rotationally in member countries. The INTERPOL Regional Bureau serves as the Secretariat.
