Chairman\u2019s Remarks on the Occasion of launching of the EAPCCO website<\/span><\/strong><\/p>\nHybrid , October 2021<\/strong><\/p>\nLadies and Gentlemen,<\/p>\n
Dear delegates, after several months of hard work and dedication, I am thrilled to officially announce the launch of our website. This launch is a testimony that EAPCCO is active and very dynamic. The history of todays event dates back to the EAPCCO games in 2020 in the united republic of Tanzania where a recommendation was made on having a website. The recommendation was actioned in June 2020 through EAPCCO funding and in September 2021 UNODC came in and graciously supported on upgrading it to cater for official local languages i.e Arabic, English, French and Kiswahili<\/p>\n
This launch comes at a time when the world is experiencing massive unprecedented technological advancements.in this regard, EAPCCO member countries have not been left behind and have come up with a one-stop solution in form of a website that is citizen centric, focused on positive law enforcement interactions. The reason for this launch today is to let global community, our partners and stakeholders know we exist, our purpose, what we stand for, our history, our values, our code of ethics, our organizational structure, our activities, achievements and our shared vision towards a safer secure EAPCCO region.<\/p>\n
The self-service enhanced website will make information sharing easy and will create a platform where citizens can access easy-to- find links on meetings, agenda, research papers, publications, video recordings, catch up on past meetings, social media interactions, event live streaming and picture gallery of past events. The website will offer a feedback platform for civic engagement to enhance user experience. This will go a long way in creating confidence and show commitment.it will also offer an easy way to connect to the public through updates and announcements. For law enforcement officers, the website will offer virtual training modules that will enhance and build capacity.<\/p>\n

En effet, face \u00e0 la mondialisation, la coop\u00e9ration polici\u00e8re r\u00e9gionale et internationale apparait, pas comme un choix, mais un besoin. Pendant que les agences de Police coop\u00e8rent globalement via l\u2019Organisation Internationale de la Police Criminelle, Interpol\u00a0; et au niveau continental \u00e0 travers l\u2019Afripol, il est aussi tr\u00e8s important de forger des m\u00e9canismes de coop\u00e9ration polici\u00e8re r\u00e9gionale afin de pouvoir combattre et sanctionner a juste mesure le crime transnational organis\u00e9 et les diff\u00e9rents crimes transfrontaliers. Cela revient donc le r\u00f4le proprement dit de l\u2019Organisation de la Coop\u00e9ration des Chefs de Police des Pays de l\u2019Afrique de l\u2019Est.<\/p>\n
Depuis deux d\u00e9cennies de son existence, cette Organisation a pris le devant dans la promotion de la coop\u00e9ration des agences polici\u00e8re des pays membres par des m\u00e9canismes d\u2019\u00e9changes d\u2019informations, des formations et op\u00e9rations conjointes surtout quand il s\u2019agit de traquer efficacement et par exemple, les crimes li\u00e9s au terrorisme, au trafic des drogues et des \u00eatres humains, la contrefa\u00e7on, la prolif\u00e9ration des armes l\u00e9g\u00e8res et de petits calibre, la cybercriminalit\u00e9 et au blanchiment d\u2019argent. Cet aspect de coop\u00e9ration transparait \u00e0 travers des organes mis en place comme le Conseils des Chefs de Police, le Comit\u00e9 Permanent de Coordination ainsi que des sous commissions charg\u00e9es des Affaires Juridiques, du Genre, de la Formation et le terrorisme. Il sied de souligner que cela n\u2019aurait pas \u00e9t\u00e9 possible sans le concours de certains partenaires incontournables \u00e0 savoir les diff\u00e9rents leaders des pays membres ayant la Police dans leurs attributions, et des donataires.<\/p>\n
Enfin, ce site constitue un canal d\u2019information ou l\u2019on peut trouver les r\u00e9alisations de cette organisation, activit\u00e9s en cours et \u00e0 venir et l\u2019apport des partenaires dans le cadre de la lutte contre le crime transnational organis\u00e9.<\/p>\n
